Yes, it's an excellent temporary or permanent solution if your car has no AC or it stopped working. A compact cooler running off the cigarette lighter will blow cool air right onto you, making summer driving much more comfortable. It won't cool the whole cabin, but the driver and front passenger will feel a significant difference.

For car use, evaporative coolers are much better than compressor models. They are more compact, use less power (important for running off the cigarette lighter), and don't require hot air exhaust, which there's no good place for in a car. Compressor-based models are too bulky, loud, and power‑hungry for automotive use.

It depends on the device's power and the condition of your car battery. Evaporative coolers use very little energy (usually 5-10 watts), so you can run them for hours without risking a dead battery. To be safe, run the engine for 5-10 minutes every hour or two, especially if you have an older battery.
