A split system with the indoor unit in the basement and the outdoor unit outside is the most effective option, but also the most expensive. A portable AC works well if your basement has a small window or venting duct for hot air exhaust. If your basement is small, has no windows, and you just want to freshen the air at your desk or in a lounge area, take a look at compact evaporative coolers, they don't need any venting at all.

If your basement stays cold on its own, you do not need any cooling device. But if it feels stuffy and humid without being hot, a dehumidifier or fan usually works better than an evaporative cooler, because evaporative coolers are most effective in dry climates. In very humid basements, an evaporative cooler may still provide gentle personal airflow, but its main cooling effect will be reduced.

The best choice depends on your basement's setup, not the name on the box. If you have a window for venting, a compressor-based portable air conditioner will work well. If there's no window and you just want to freshen the air at your desk or in a seating area, consider compact evaporative coolers, they don't require any exhaust hose and are easy to move from spot to spot.
