A portable AC works well if your basement has a small window or venting duct for hot air exhaust. If your basement stays cold on its own, you do not need any cooling device. But if it feels stuffy and humid without being hot, a dehumidifier or fan usually works better than an evaporative cooler, because evaporative coolers are most effective in dry climates.
